The police photograph is chilling. In grainy black and white tones, it shows 13-year-old Martin Andrews sitting in a makeshift box, his leg chained. The look in his eyes is one of fear, fatigue and disbelief. He had just been rescued from a nightmare.

"I was abducted by a sexually violent predator by the name of Richard Ausley, who had been twice convicted for sexually assaulting young boys, and he had taken me for eight days," Andrews recalled of his ordeal 37 years ago this month. "I was left to die."

As a survivor of a sex crime, Andrews is one face of an issue the Supreme Court will revisit Tuesday: civil commitment, which allows the government to keep sex offenders in custody even after they have served their sentences. Twenty states have such laws, including Virginia, where Andrews was held captive and repeatedly assaulted.

CNN normally doesn't name victims of sex crimes, but Andrews, now a victims' advocate, agreed to tell his story.

On the other side of the debate is the first sex offender released from Virginia's civil commitment program, and one of just a handful nationwide.

"I served my time for what I did, and I didn't feel like I should be incarcerated again," said this man, who asked that his identity not be revealed for fear of retribution. "It was a scary thing to know that you could be committed to a mental institution for the rest of your life."

The man said mandatory therapy helped him, but he thinks that could have been initiated while he was in prison.

There is widespread disagreement on whether civil commitment is a Catch-22. In discussions of the effects of sex crimes, nothing is simple or dispassionate.

The practice of confinement in mental hospitals or treatment centers for those with severe mental illness has been around the United States since its founding. Around the turn of the 20th century, many laws dealing with sexual psychopaths were passed. Over the decades, the laws were repealed or rarely applied.

Then, in 1990, Washington state became the first to pass an innovative civil commitment law specifically for violent sex offenders. California, Wisconsin and New York, among others, later followed. Such "predator laws" focused on risk assessment and prevention of re-offending. It is a concept that the general public may not be aware exists.

The Supreme Court has upheld the use of such laws when the individual goal is rehabilitation, not further "punishment." But it has another, broader purpose.

"The primary goal is incapacitation, that is, protecting society from people who are predicted to be dangerous in the future," said Eric Janus, author of "Failure to Protect" and dean at William Mitchell College of Law in St. Paul, Minnesota. "The second goal is to provide treatment to these individuals."

Critics of these programs say behavioral rehabilitation centers amount to prisons, are often overcrowded and understaffed, and rarely meet the stated goal of treating the "worst of the worst" offenders to the point they can rejoin society.

"The evidence is showing that it's only becoming a detainment center for people they do not went on the streets," said Derek Logue, a sex offender who was released and now advocates for offender rights through his Web site, oncefallen.com. "They have no hope of getting out, and the odds are stacked against you."

According to Justice Department statistics, 20 states use civil confinement, involving about 4,000 rapists, pedophiles and other sex offenders nationwide. Estimates are that these programs cost taxpayers more than $700 million a year, almost $150,000 per individual. That is about four times more than confining them in prison.

Virginia passed its civil commitment law in 1999 but had never fully funded it. Andrews found out from a reporter in 2002 that his attacker was just weeks away from being released after 29 years behind bars. Once a victim, now an empowered advocate, Andrews realized he had to act.

"I didn't know about other sex offenders. I didn't know about the extent of the problem. I only knew one, but I knew that one needed to be dealt with," Andrews, 50, said from his northern Virginia home, where he works as a program manger for a defense contractor. State officials, he said, "all told me there was nothing to be done; he was going to be set free; that was it."

But Andrews mobilized, lobbying lawmakers to quickly fund the program, despite a budget shortfall. It worked, and the state has become a national model, using a tool called "Static 99" that assesses which offenders qualify for civil commitment.

Andrews' attacker remained behind bars but was killed by a fellow inmate before ever going into the treatment program.

The catalyst for the state's change were once-dormant memories for Andrews, who now knew that he had to tell his story.

As a teenager in Portsmouth in 1973, Andrews was walking to the store in snowy weather when a van pulled up and the man inside asked the boy whether he wanted to earn some extra money moving furniture. Andrews agreed but instead was taken to a rural area and a metal box dug into the side of a hill.

"He looked at me, and he said, 'I've got bad news for you. You've just been kidnapped.' "

What followed was days of brutal rapes and beatings. Ausley eventually left, and Andrews would certainly have died if some rabbit hunters had not stumbled upon him after hearing his screams.

Andrews believes that civil commitment is not the best tool, but for the most dangerous predators, "it is the only tool we have that is 100 percent effective, because they are removed from society. They are removed from their triggers."

The case before the Supreme Court on Tuesday deals with a federal law that has kept as many as 77 inmates held in federal prison in North Carolina under indefinite commitment.

The justices will decide whether the program enacted under the Adam Walsh Child Protection and Safety Act of 2006 is constitutional by infringing on a traditional state function. The law was named after the son of "America's Most Wanted" host John Walsh.

The justices said in 2007 that a Kansas law was neither double jeopardy (second criminal punishment for the same crime) nor "ex post facto" (new punishment for a previous crime).

"We have never held that the Constitution prevents a state from civilly detaining those for whom no treatment is available but who nevertheless pose a danger to others," Justice Clarence Thomas said.

Courts have since been at odds with what kind of treatment must be provided and to what extent, to pass constitutional muster.

Janus worries about the slippery slope if such laws -- federal or state -- are allowed to continue without strong judicial checks.

"The main danger of civil commitment of sex offenders is that it provides a precedent for doing an end run around those governmental protections, and we all may be comfortable right now because we say, 'Well, this is those people. It's not us. It's not our rights that are at stake,' " he said.

"I think we all ought to be cognizant of the fact that these laws set a precedent that greatly expands the power of government to take away our liberty, not for something we've done in the past, not after we've been convicted and punished, but out of fear that we might commit a crime in the future, and this is a very very powerful and dangerous idea," Janus said.

He served nearly eight years in prison for molesting three girls and nearly five years in forced civil commitment. Despite that state confinement, including being the first of only about four men to be released from it, he says post-prison treatment helped him.

"I think that civil commitment is unfair," he said. "I'm not against treatment. I have done everything in my power to help myself" understand the effects of sexual abuse.

He said that being told just days before his scheduled 2003 release that he was being civilly committed left him feeling "hopeless."

Shortly afterward, the man castrated himself with a razor in his jail cell. After the transfer and years in the rehabilitation unit, he was freed and lives a quiet life -- albeit under constant electronic surveillance -- with no further reported incidents, says his attorney.

Lawyer David Hargett convinced the Virginia Supreme Court that his client had a constitutional right to contest his civil commitment.

"I have found talking with people they are shocked to hear somebody can be sentenced by a judge, serve out that entire sentence and then say, 'Wait a minute, we're not going to let you go,'

"This treatment facility ... is a prison, let's be honest. It has barbed wire and locked doors." He said most in the Virginia facility realistically will never get out.

The United States does not plan to send U.S. troops into Yemen or Somalia as those countries struggle to contain Islamic militants, President Barack Obama said in remarks published on Sunday.

“I have no intention of sending U.S. boots on the ground in these regions,” Obama told People magazine, referring to Yemen and Somalia.

“I have every intention of working with our international partners in lawless areas around the globe to make sure that we’re keeping the American people safe,” Obama added, according to a transcript provided by the magazine.

Obama has said Al Qaeda in the Arabian Peninsula, based in Yemen, appears to have trained, equipped and directed the Nigerian man accused of trying to blow up a U.S. airliner bound for Detroit on Dec. 25, using explosives sewn into his underwear.

Al Shabaab, an al Qaeda-inspired insurgency, has seized large areas of south and central Somalia, the Horn of Africa nation situated across the Gulf of Aden from Yemen, which is located at the southern tip of the Arabian Peninsula.

“We’ve known throughout this year that al Qaeda in Yemen has become a more serious problem. And, as a consequence, we have partnered with the Yemeni government to go after those terrorist training camps and cells there in a much more deliberate and sustained fashion,” Obama said.

“The same is true in Somalia, another country where there are large chunks that are not fully under government control and al Qaeda is trying to take advantage of them,” he added.

The United States already has large contingents of ground forces in Iraq and Afghanistan.

I'm gonna ramble about my garden design. It might not be elegant, but since I have to be smart next week as a teacher again, I'm feeling a bit, oh, je ne sais quoi. Grrrr.

1) Next time I start planting a garden, shrubs are the first priority. This is made obvious by the fact that for 4 months in the spring and summer my garden looks more like a field of dandelions. I'm talking height here. Even texture. It's most disconcerting. Blah blah blah. No structure or interest. (I do have around 20 shrubs out there, mind you.)

2) As a play off of one, I want to add a yellow twig dogwood in a position now occupied by the most slowly-growing 'Isanti' red twig dogwood I've ever seen. It's sibling 20' away gets less sun and is easily three times as big--both were planted on the same day. Deal is, any yellow twig dogwood, even some of these smaller varieties, are just too big. At least, too big in the summer. Come winter, the garden--being overly perennial--looks like a desert of brown vomit. So, in the winter, it'll work. But perennials are neater in the late summer and fall--my fall garden is heaven. The 'Isanti' began to get crowded out this year by wild bergamot, iron weed, eupatorium....

A person just can't go plugging shrubs back into a nearly established perennial garden. It's like putting a baby back into its mother.

3) Trees. More trees. Charming, different, butterfly and bird attracting small trees that grow. See, I got this 'Coralburst' crabapple I rescued for half off from Home Depot. Deal is, it grows slower than the 'Isanti' dogwood. It's even refusing to root well. So I made the mistake of planting a ninebark by it. Already I am envisioning what 2010 will look like in this corner of the garden--crabapple in a ninebark. Maybe it will be a new design fad. Did I mention a 'Snowbank' boltonia is on the other side, and that I hate to cut it back because I like those puppies tall? Crabapple sandwich.

Tall perennials are like a strong narcotic. Low perennials are like sugar in a stick.

4) A higher fence. Much higher. Say, 30'. Neighbor's dog toys shall not bombard my garden like meteors. Better, yet, a moat. A 5 acre moat.

Machine guns that sense movement, zero in, and blast tennis balls out of the air seem appropriate. I've seen these on Ebay.

5) The garden is too small. Not really. But it is. To have shrubs I need fewer perennials. This won't happen. I had so many more insects this year as my perennials matured. Butterflies galore, honeybees en masse. I am becoming entangled in the web of my perennials.

I need more shrubbery to detox me. Ni!

6) Machine guns that also target rabbits. However, I am getting some winter trimming done on my willow 'Nana' don't you know. However, the trimming is becoming most over the top--as in, where did that half of the willow go that was there yesterday?

Ratta tatta tatta rabbit shrapnel.

7) A divine number. What I feel most stupid about is basically a design quandary. Most designers say that in a smaller space like mine (is 1500 feet small?), you should go for repetition, use swaths of the same plants, or at least similar textures and colors. Whatever. I don't think my garden--or most prairies I've seen--look like cottage gardens, so what do I have to fear? But, I do have repetition in plants around the garden, just not together. Is it cohesive enough, or too chaotic to the eye? I'll find out for certain this year, barring a hail storm.

A private backyard garden cannot be a prairie. I'm learning this painfully slow. Native plants or not, I have a manicured garden like those English uptight snobs who have poisoned this country's sense of its natural and ecological self. You can check me on this if you want, because I'll agree with you tomorrow. Hate mail from England in 3, 2....

But I worry too much. I think about my garden late at night when I can't sleep, thus making me stay awake longer doing calculations and line drawings and doodles of shrubs in my head. Let it go. If you love something, just let it grow.

So far, Colt McCoy’s x-rays are said to be negative, and that the shoulder injury could be a sprain. The trainers won’t let him back in the game, as they need to make sure that they confirm that the injury isn’t serious. After all, this young man has a possible NFL career to worry about!

For now, Colt McCoy’s injury doesn’t appear to be too awful bad. Let’s just hope it doesn’t have permanent repercussions for the promising young football player.

Brad L. Graham, a theater publicist and social networking pioneer who is credited with coining the term “blogosphere,” has died. He was 41.

His body was found Monday at his home in the city’s Shaw Neighborhood. Although the time and the cause of death remain unknown, Graham seems to have died of natural causes, said Steven Woolf, artistic director of the Repertory Theatre of St. Louis. Graham was the theater’s longtime public relations manager. “We are all mystified,” Woolf said.

Woolf said he last saw Graham on Dec. 31. “He was in a terrific mood, very upbeat,” Woolf recalled. “We had a great conversation.

“He was an important part of our family. Actors and artists all liked working with him, and he loved this theater. He was a real professional.”

Although Graham started out as a writer in conventional media, he embraced new technology. He loved to blog and Tweet, and was known as a generous coach to those who needed advice and encouragement in new forms.

He is survived by his mother, Mary Jo Graham of New London, Mo. Arrangements have not been announced.

The Senate passed the Cash for Clunkers Program today, which gives consumers with cars that get less than 18 miles per gallon the ability to turn them in for a $3,500 or $4,500 cash voucher. The bill was nearly defeated by Republicans, but Democratic support saved the day in part due to Obama's lobbying of the program. The President still needs to sign the bill into law.

Although many people believe that the program is designed to reduce global warming emissions through the eradication of gas guzzling cars, its true purpose is to help out struggling automakers and car dealers with new car sales. A person who receives a credit as part of the program cannot buy a used car with the monies. Car sales in 2009 are predicted to be nearly half of what they were in 2008.

The bill was sponsored by Senator Debbie Stabenow, a Michigan Democrat and one of the states most affected by the turmoil in the auto industry. After the bill was passed, Stabenow said, This is an emergency for families and small businesses - for an industry that has been the backbone of our economy for a generation."

The program will be implemented by the Transportation Department and this is expected to happen by early August. As part of their duties, the Transportation Department will create a public website for consumers and dealers to get more information, will certify "cash for clunkers" dealers and distribute the program vouchers.

The first round of the United States Open at Bethpage greeted golfers with waves of heavy rain and gusts of wind Thursday morning, turning the job of hitting golf shots and holding golf umbrellas into a perilous enterprise. Play was suspended at 10:16 a.m. because of heavy rain.

It was fitting that one of the early leaders in such tough conditions was Andrew Parr. He was one under after two holes, a score held by a few others, usually briefly, as players struggled in the wind and rain. The greens were continually squeegeed, sometimes while players were on them, to keep the water off.

When Tiger Woods and his marquee group, which also included Ángel Cabrera and Padraig Harrington, stepped to the first tee with the rain falling steadily, fans near the crowded the tee box managed to keep a sense of humor. After applause greeted Woods’s introduction like a crack of thunder, one fan yelled out, “Go, Padraig.” Another shouted, “Go, Tiger.” There was a pause, and then from across the bleachers, someone yelled, “O.K., I’ll bite.” Cabrera said earlier in the week that he would not be intimidated by playing in front of the large, boisterous crowds that follow Woods. On the first hole, he did not handle the commotion well. He drove into the left rough, but Woods drove even farther left, his ball landing in front of a merchandise tent.

Woods put his second shot in a greenside bunker, after which photographers and fans scurried for position. Photographers were trying to get back inside the ropes and fans were trying to hold their ground in a scrum that looked like the Holland Tunnel entrance at rush hour.

A policeman was trying in vain to get people to stand still while a few yards away Cabrera stood over his ball. Instead of backing off the shot, he hit the shot and struck it poorly, then looked back and glared at the crowd.

His ball landed well in front of the green, leading to a bogey. Woods saved par, and Harrington, who was on the green in two, three-putted for bogey.

When the group arrived at the second green, it was met by six volunteers with squeegees. They dried the green while the players were reading their putts, then took more swipes at the green between putts.

It was Cabrera, though, who steadied himself while Woods and Harrington struggled. Harrington fell to four-over par by the fifth hole, where Woods made double-bogey after missing the fairway with his drive, hitting into a bunker and missing a 15-foot putt for bogey. That put him at two over.

Woods birdied No. 6 with a 25-foot putt to get one of those strokes back.

Course officials had adjusted the course setup in the morning to account for the weather, moving up the tees on four holes — Nos. 7, 9, 10 and 12 — because the ball would not roll at all on the wet course.

“We have two to four people at every green using squeegees, sometimes between every putt,” Jim Hyler, vice president of the United States Golf Association and chairman of the championship committee, said before play was suspended. “The issue we’re going to have is the 18th green. If we weren’t working on it, it might be a pond right now. We’re just watching the weather to see how bad it gets. So far we’re O.K. Obscenity Appears On Yearbook Cover

The cover was designed by an outgoing high school senior and shortly after the yearbook was distributed, students noticed a hidden message inside of that design.

"You have to turn it upside down and then it is right there," said incoming senior Katie Rownd.

The hidden message contains the "F" word.

When the school principal learned of the obscenity, he sent home a letter to parents. Attached to that letter, an apology from the student who designed the cover.

The student wrote, " I cannot begin to explain the miserable feeling I brought upon myself, when I betrayed the trust of all of you. I apologize for offending anyone and everyone. It is unfortunate that I did not recognize the big responsibility and honor given to me when asked to design the cover of the Shaker Heights yearbook. I offer my sincere apologies."

The school stopped issuing yearbooks when they learned of the hidden message and the school is now distributing "cosmetically altered" versions of the yearbook.

Students can also bring in their original yearbooks and someone will cover the obscenity for them. One senior, though, says she plans on keeping her yearbook just the way it is.

"Thirty years down the road, it's kinda funny to flip it upside down and be like, oh look what's hidden!" she said.

Peshawar: Minutes after Pakistani political leaders appealed the Taliban to lay down their violent methods in Swat valley and the Federally Administered Tribal Areas (FATA) to solve their differences through dialogue, the Taliban has announced a list of 43 people - including former and incumbent ministers - who they have declared `wanted' and liable to punishment under the Taliban law (sharia).
The announcement was made by Mullah Fazlullah, the Talibani cleric, on his FM radio channel, The Daily Times reports.
"These 43 people on the list are Taliban's enemies, and would be arrested or killed by our men. If arrested, they would be produced before the Taliban courts, which will punish them in line with the `sharia'," Fazlullah's voiced screeched over the Talibani radio frequency.
The self-styled cleric also announced `amnesty' for some political leaders and influential people who have stopped opposing Taliban in the valley, locals who had heard the announcement said.
The blatant announcement comes only two days after a provincial minister from the Awami National Party (ANP) and two members of the North West Frontier Province (NWFP) Assembly visited the Swat valley to express solidarity and support for the people of the region against the rising extremism.

5 killed in D.I Khan blast

Dera Ismail Khan: A blast in Dera Ismail Khan in the North West Frontier Province of Pakistan on Monday, killed five people and left several injured.
According to the news, the blast occurred outside the town hall at circular road where a car and a motorbike were parked.
It is, however, unclear whether the bomb was planted in the car or the motorbike.
Security forces have cordoned off the area and the police and high have reached for an on the spot inspection.
The injured have been shifted to a hospital where six are reported to be in a critical condition.
According to sources, Minister of Parliamentary Affairs, Khalifa Qayyum had passed from the area a few minutes before the blast.
President Asif Zardari, Prime Minister Yousuf Raza Gilani and Prime Minister Advisor on Interior Affairs Rehman Malik, came forward to condemn the attack.
Investigations on the attacks are being carried out.

Sameera Reddy has been shooting on the outskirts of Jodhpur in Rajasthan with peacocks, for the last 46 days. The film entitled Yeh Hausla has her playing a Dalit woman. Now leaving for Singapore to do the new Priyadarshan comedy is a bit of a stretch for Sameera.
“Where I shot with Nagesh was a different world completely without trappings of urban life. I felt I had gone back to basics,” sighs Sameera.
“I was in a ghagra-choli walking bare feet in the mud and these peacocks would accompany me everywhere. I’ve never been so close to Nature before. And the thought of flying off to Bangkok for my next film gives me strange feeling of cultural dislocation.”
The Kukunoor film came Sameera’s way almost by default. It’s a role Smita Patil would’ve played for sure if she were alive. Kukunoor has been hearing Bengali auteur director Buddhadeb Dasgupta’s comparing Sameera to Smita after working with her in two films.That’s how Sameera landed in Smita’s chappals… bare feet, that is.
After walking in the parched desert land for 46 days playing this spirited no-nonsense Dalit woman, Sameera’s feet seem ready to take on the world.
Nagesh too has forgotten the injury caused by his last release Bombay to Bangkok. When the release of Nagesh Kukunoor’s Aashayein featuring John Abraham got delayed the director didn’t waste time. Off he went to Jodhpur for a start-to-finish one-stretch shooting of a film entitled Yeh Hausla on the life of a Dalit woman , a very Smita Patil kind of character for which he signed Sameera Reddy.
Sameera who’s just back in Mumbai after shooting the film is in a state of shock. “I never knew I could do these things. And this Smita Patil comparison is getting uncanny. It was Buddhadeb Dasgupta who first compared me with her. And now doing Yeh Hausla, I actually felt I was connecting with Smita’s spirit. Maybe it was the pure un-spoilt ambience and that whole spirit of Chakra and Manthan that Smita is associated with.”
Sameera has returned exhausted but satiated with the experience. “I feel I’ve gone to acting school. Nagesh has taught me so much. I’ve connected with emotions within myself that I never knew existed. Other actors came and went. But I was there for the full 47-day schedule. I’m in every frame of the film.”
It was John Abraham who told Sameera to grab the role with both hands. “He also told me to do it at one stretch. I realized it was the only way to play this character. I didn’t return to Mumbai even for a day.”
Looking back at the experience Sameera sighs, “I feel I’m now born as an actor. When people see me in Yeh Hausla I hope they see me and not just Smita Patil.”

RANCHI: Police have beefed up security around India cricket captain Mahendra Singh Dhoni after he has received extortion letters.
Police said on Wednesday they had sent more than 45 commandos to Dhoni’s house in his hometown of Ranchi, the capital of the eastern state of Jharkhand.
The first letter, sent on Monday, threatened Dhoni’s family with dire consequences if the player failed to pay 5 million rupees ($102,000), police said.
A second letter on Wednesday threatened to blow up the captain’s family home if police were asked for help.
Dhoni arrived in Ranchi on Tuesday and met a local police official on Wednesday to discuss the threat.
“The letter sent by the claimed to be a close associate of Dawood Ibrahim, but the letter has been sent from Ranchi, ” a police spokesman said.

Twin Blasts in Northern Iraq 2 Killed

Two civilians were killed and nine wounded Wednesday in a double roadside bombing in Iraq’s northern city of Mosul where US and Iraqi forces have been struggling to root out insurgents, police said.
The first attack took place mid-morning as an Iraqi police patrol cruised past, injuring several people, local policeman Ahmed Abdul Karim told a foreign news agency. As people rushed to help the wounded a second bomb detonated, killing two people, he added. No police were injured in the attacks.
The US military considers the city, Iraq’s second largest, to be the last urban stronghold of Al-Qaeda in Iraq, which is believed to be behind scores of devastating bombings since the 2003 US-led invasion to topple Saddam Hussein.

Gorakhpur/Jammu: Cold wave gripped north India as dipping temperatures and dense fog made life difficult for people.
In Gorakhpur, there was less movement on roads as people chose to remain indoors due to the biting cold.
Thick fog enveloped the city and people huddled around fires to warm themselves.
Covered in thick woolens, the residents braved the winter chill as they went about their work amid a cover of fog. Number of students in schools and colleges declined as youngsters preferred to stay indoors.
"Today, it is very cold and the fog is also there. The number of students has also lessened as the students are not coming because of the cold," said Poonam Gupta, a resident.
Meanwhile, a thick fog engulfed Jammu hitting train and flight service in the region.
Many flights were cancelled following poor visibility due to the fog. The flights scheduled for Srinagar and Jammu, were cancelled while one of the Delhi-bound flight landed 45 minutes late from its arrival time.
Likewise, the train service was also affected, forcing passengers to spend long painful hours at the railway station in the biting cold.
"We are facing lot of problems. There is dense fog due to which the trains are running late. It is also very cold here. We are reaching late for our destinations due to the delay in trains'' running time," said Pradeep Kapoor, a passenger.
Many trains were arriving four to six hours behind their scheduled timings and the railway authorities in Jammu said, they were, on their part, ensuring that the corresponding trains left on time from the city.
"For past two three days, there has been dense fog and the trains are arriving late by four to six hours. But we are trying to ensure that their corresponding trains leave on time," said Ashok Kumar Sharma Divisional Traffic Manager, Jammu (DTM).
Meanwhile, the meteorological authorities in Jammu and Kashmir warned the residents to take precautions hinting at the weather conditions worsening in future.

Palestinian death toll 370 as Israeli strikes continue

GAZA CITY: Israeli warplanes carried out dozens of air strikes on the Gaza Strip early on Tuesday, killing at least 10 Palestinians and wounding 40, the director of Gaza’s emergency services, Moawiya Abu Hassanein told media.
At least 40 air strikes, centred mostly on Gaza City, targeted the Hamas ministry and security buildings, Hamas sources and witnesses said.
The Israeli military confirmed new air raids were under way “targeting Hamas targets”.
Among the buildings struck were those housing the offices of the prime minister, the defence ministry, foreign ministry, finance ministry, and the Islamic University, Hamas sources and witnesses said.

Also targeted was a club tied to the Fatah movement of Palestinian president Mahmud Abbas.
The foreign ministry, headed by Mahmud Zahar, one of the most influential Hamas leaders, was completely destroyed as were nearby homes.
The finance ministry was also completely leveled, and fires broke out near the bombed sites.
The positions of Hamas’ armed wing, the Ezzedine al-Qassam Brigades, located west of Gaza City were also struck.
Other explosions could be heard in Gaza City later, but their precise locations were not immediately.
Five ambulance workers trying to reach victims at the foreign ministry building were also wounded in the bombing, Hassanein said.
The air strikes knocked out the electricity in Gaza City and to the north.
Dozens of houses have been damaged in the air strikes, witnesses said.
Three days of Israeli air strikes on the Gaza Strip have left nearly 370 people dead. Palestinian medical officials say more than 1,400 are reported wounded.

Washington : Pakistan's decision of mobilising it''s troops to its eastern border with India is being touted as a trick to get the `US benefit' and have the current pressure on Islamabad eased.
One theory doing the rounds in Washington is that if India falls prey to Islamabad's trick, it would overshadow the Mumbai terror attack and because the world would be anxious at the prospect of two nuclear powers going to war, the Daily Times reported.
Currently, the US has expressed its surprise over Pakistan's troop mobilisation on its eastern border, as it has seen little hint of aggression from the Indian army.
Even during the last week, the US had assured Pakistan that India was not likely to launch a war. The US has also urged Islamabad to dismantle the cross-border terrorism mechanism.
Pakistan is yet to decide a strategy besides constantly asking for the `evidence' in the Mumbai attacks.

Islamabad: Has Swat, the principal city of the restive South Waziristan region in Pakistan's northwest, fallen to the Taliban? It would seem so from an editorial in leading English daily on Saturday. "There has been no official announcement, no victory parades or televised addresses by the victorious party, no cheering crowds welcoming the liberators - but Swat, to all intents and purposes, has fallen to the Taliban," The News said in an editorial headlined "The fall of Swat". "It is the announcement that all girls education in the valley will cease from January 15 that is the tipping point," the editorial added. All schools that teach girls have been ordered by the Taliban to close by that date or face the inevitable consequences - being blown up being the most usual of these. They have already blown up well over a hundred girls schools, principally those operated by the government, but have moved in recent weeks to blowing up private institutions as well. "Female education has virtually ceased anyway, and the Taliban announcement merely puts the seal on what is a manifest reality - the government has lost the battle for Swat and the Taliban have won," the editorial said. "They operate at will, go where they like, issue orders and proclamations that a terrified public are unable to ignore and broadcast their message of obscurantism on the radio for all to hear - and obey," it added. Noting that the North West Frontier Province (NWFP) government had called for assistance, the editorial said: "But little seems to be forthcoming. "Refugees stream out of the valley, the operators of private schools try to fight a rearguard action, the tourist trade is dead and buried long ago and the beautiful valley of Swat now enters a time of darkness." President Asif Ali Zardari's Pakistan Peoples Party (PPP) is a junior partner in the NWFP ruling coalition that is led by the Awami National Party of Chief Minister Asfandar Wali Khan, grandson of the legendary Khan Abdul Ghaffar Khan - better known as the Frontier Gandhi.

Islamabad: Amid rising international pressure, Prime Minister Yousuf Raza Gilani has said that his country does not want a military confrontation with India.
''We don''t want to have aggression with our neighbours. We want to have friendly relations with our neighbours. I assure you once again that we will not act. We will only react," the Dawn quoted Gilani, as saying.
He was speaking at a special prayer ceremony to mark the first death anniversary of the former premier Benazir Bhutto. Bhutto was assasinated in a suicide attack while she was leaving an election campaign rally on 27 December 2007.
However, Gilani warned India of severe consequences in case Pakistan was provoked.
''We will not be the people who will be the first to take any sort of misadventurism but at the same time we are capable of defending our own dear country," he said.
Fears of war between the two arch-rivals gained momentum after reports of mass movement of Pak troops along the border came in on December 26. Indian Prime Minister Manmohan Singh called in all the three military chiefs the same day to discuss strategy in case a war was declared.

Israeli air strikes hit Gaza, at least 120 killed

Gaza: Israeli aircraft attacked Hamas security compounds across Gaza on Saturday, killing at least 120 people and causing widespread panic and confusion, according to Hamas and Israeli officials.

In one of the compounds, the bodies of more than a dozen uniformed security officers were seen lying on the ground. One officer who survived raised his index finger in a show of Muslim faith and defiance. Gaza health official Moawiya Hassanain said 120 people were killed in the strikes. Among the dead was Gaza police chief Maj Gen Tawfiq Jaber, witnesses said. The Israeli military confirmed it attacked Hamas security compounds with air strikes and residents reported hearing two waves of explosions. In the first wave, there were at least 15 blasts, they said. Civilians rushed to the targeted areas, trying to move the wounded in their cars to hospitals. There was no sign of an accompanying Israeli ground offensive. In recent days, Israel has warned it would strike back hard for renewed rocket attacks on Israeli border towns from inside Gaza. Not planning military action; want Pak to act: India

Islamabad: India has informed Pakistan that it has not engaged in any sort of troop build-up along the frontier and sought firm action against terrorist camps and militant groups operating from the Pakistani soil. New Delhi has also told Islamabad that it has no plans for a military action, but wanted a combination of "executive action and judicial processes" against terrorist elements like the Lashker-e-Taiba and its front organisation Jamaat-ud-Dawah, which have been linked to the Mumbai attacks. This message was conveyed during Indian High Commissioner Satyabrata Pal's meeting with Pakistan's Foreign Secretary Salman Bashir here on Friday. Indian Deputy High Commissioner Manpreet Vohra was also present, diplomatic sources said. The Pakistani side said any surgical strike by India in response to the Mumbai terror attacks would be seen as an "act of war". To this, the Indian officials stated that there was "no reason for the war hysteria" being witnessed in Pakistan, the sources said. The Indian officials made it clear that there had been no build-up of troops along the Pakistan frontier and that New Delhi had no plans for military action, the sources said. The Indian side also conveyed the message that "words and commitments" were not adequate in the wake of the Mumbai terror attacks, which were "just a symptom of the larger problem" of terrorists operating from the Pakistani soil, the sources said. "There is a need for firm action against such elements. We don't see the shutting down of terrorist camps. Armed militants with guns are still moving around and terrorist camps are still operational," a source said. PIA paid close to Rs 2 crores penalty for transporting illegal passengers abroad

Islamabad: As if its fragile financial health was not bad enough, the Pakistan International Airlines (PIA) has landed itself the dubious distinction of being forced to shell out close to Rs 2 crores for transporting illegal passengers abroad.
According to a latest report by the Auditor General of Pakistan Revenue (AGP), the PIA has paid the massive amount as penalty for carrying illegal passengers.
"PIA has paid 17.066 million rupees between 2004 and 2006 for transporting passengers without legal documents to five countries," the Daily Times said quoting the 2007-08 annual report of the Auditor General of Pakistan Revenue (AGP).
"Fines were paid to local authorities in between 2004 and 2006 in five cities - New York, Amsterdam, Doha, Jeddah and London," the report added.
The report also revealed that PIA paid 14.926 million rupees as compensation for lost baggage and 227.285 million rupees for food and accommodation for passengers due to flight delays at various stations.
The AGP report lamented the management of PIA for the huge losses it has incurred over the years.
"The losses were incurred due to sheer negligence and inefficient management of the PIA staff and the management should investigate and find those responsible," it said.

Islamabad: The reality of the lone surviving terrorist behind the Mumbai carnage Ajmal Kasab may be being denied by the Pakistani Government, but the real problem facing the Pakistani society is that there has been a gradual transformation leading to the creation of pockets of population or youth, especially in Punjab province, that behave exactly like Kasab, a leading Islamabad based daily has said.
The Dawn said that some journalists had apparently met the family, talked to the villagers and dug out references to Kasab and his parents in the electoral rolls of Faridkot, but now there is no mention of the family in the electoral list.
Even President Asif Ali Zardari, unmoved by reported comments of the man said to be Kasab's father, says that he has seen no evidence to prove Kasab is Pakistani.
The issue may be resolved for short-term. "We can all forget about Kasab but one must ask what is happening to the youth from Pakistan, and in this context `mainland' Punjab, who are involved in suicide attacks within the country, perhaps even in the region," the paper asked.
Those involved in the Marriott blast are said to be from Lashkar-i-Jhangavi. The young man who tried to carry out a suicide attack in Wah Cantt some time ago and caught from Khushab and the man responsible for the post-Marriott blast at Islamabad's Police Lines belonged to Rahim Yar Khan.
A popular argument is that the transformation of those living an ordinary existence into individuals with an extremist bent of mind is caused by poverty, Dawn said.
It is indeed undeniable that years of poverty compounded with poor governance have disillusioned many people who then seek an outlet through aligning themselves with various militant outfits.
Given that these outfits continue to be effective in certain areas, it is apparent that people are being drawn to them. In fact, in the days before 9/11 there were about 72 militant outfits that have since regrouped and consolidated themselves in smaller numbers but with greater power and influence.
Resultantly, a lot of activities are centred in and around Punjab, which was always considered socially and economically more advanced than other parts of the country such as the Frontier, Balochistan and Sindh, the paper said.

Cabinet Takes Significant Decisions In Recent Meeting

The union government gave nod to an integrated energy policy to ensure the energy security and adequate economic growth in a recent meeting of the union cabinet. The meeting was held under the chairmanship of PM Dr. Manmohan Singh.
Briefing the reporters after the meeting, Union home minister, Mr P Chidambaram said that the policy is designed on the basis of suggestion of experts to achieve the desired growth targets. The government would set up a monitoring committee to implement the integrated energy policy under the chairmanship of the Cabinet Secretary. Mr. Chidambaram added that the country needs to sustain the growth rate of 9 per cent to eradicate poverty and overall development of the nation.
The cabinet also approved an amount of Rs 6,000 crore to revamp about 23,000 water bodies in the country over the 11th five year Plan (2007-2112). The water body's restoration scheme would be implemented with the help of the World Bank. It is aimed to provide irrigation facilities to an additional 7.50 lakh hectares.
The government would also set up a National Meat and Poultry Processing Board in Delhi which would be registered under the ministry of food processing industries. Cabinet also approved the restructuring of the Defense Estates Organization to create more posts in Group A and Group B and abolish 674 posts in Group C and D. The restructuring is aimed to satisfy the functional needs of the army, besides re-organizing the territorial jurisdiction of Army Commands.

Fund Collection Through IPOs, FPOs Hits New 5-Year Low

Following the poor show by public offers and low-investor sentiment in the stock market, various companies in country raised just Rs 16,927 crores through initial public offers (IPOs) and follow-on public offers (FPOs).
It represents 63% decline in fund collection as compared to Rs 45,137 crore collected last year according to the report of research firm, Prime Database. Many companies have dropped idea to raise funds through public offer due to poor response from investors.
While commenting on the development, ICICI Securities senior vice-president, Ravi Sardana said, "The year began with an impressive line-up of offerings. But the global meltdown triggered a market collapse and sentiment reached such a low that there was no investor interest at any price."
The largest ever IPO in India, Reliance Power did well in 2008 and raised Rs 10,123 crore. Its IPO accounted for 60% of total funds raised in the reporting year. There were only two issues of over Rs 1,000 crore in current year as compared to six in 2007. Total of 38 public equity issues were floated in current fiscal as compared to 106 in the previous year.
CMD of Prime Database, Prithvi Haldea, stated, "Unlike the preceding year, which had seen the real estate sector cornering 33% of the total mobilisation, this sector had only a 7% share in 2008. Power sector dominated 2008, which through two issues, cornered 65% share of the total fund raised. Among other sectors, banking had a 10% share raising Rs 1,639 crore."

China to build world’s largest radio telescope

New Delhi : China has officially started construction of a Five-hundred-meter Aperture Spherical Telescope (FAST), which when completed, would be the world's largest radio telescope.
The dish-like telescope, as large as 30 football fields, will stand in a region of typical Karst depressions in Guizhou Province in China, when it's completed in 2013.
Chinese scientists and officials selected Dawodang, Pingtang County as the site, where a Karst valley will match the shape of the huge bowl-like astronomical instrument.
The sparsely populated, underdeveloped region will provide a quiet environment to ensure the electromagnetic waves, the crucial requirement of operation, are not interrupted by human activities.
According to the National Astronomical Observatory (NAO), the major developer of the program, the facility will greatly improve China's capacity for astronomical observation.
FAST's main spherical reflector will be composed of 4,600 panels. Its observation sensitivity will be 10 times more powerful than the 100-m aperture steerable radio telescope in Germany.
Its overall capacity will be 10 times larger than what is now the world's largest (300 m) Arecibo radio telescope developed by the United States, according to Nan Rendong, the chief scientist of the project and an NAO researcher.
"The project, costing more than 700 million yuan (102.3 million US dollars), will allow international astronomers and scientists to discover more of the secrets of the universe based on cutting-edge technologies," said Zhang Haiyan, an NAO official in charge of construction.
FAST could also be a highly sensitive passive radar to monitor satellites and space debris, which would be greatly helpful for China''s ambitious space program.
The telescope could also help to look for other civilizations by detecting and studying communication signals in the universe.

Rawalpindi: The Pakistan Crime Investigation Department (CID) has released the12th edition of its `Red book' that includes more than 43 names of the most wanted criminals.
The offenders of the high profile cases, linked with the assassination of former prime minister Benazir Bhutto, life attempts of former president Pervez Musharraf and the former prime minister Shaukat Aziz, are listed in the Red book, the Daily Times reported.
Sources said that Rawalpindi police had been given 164 copies of the book that rated alleged Bhutto assassins as the five most wanted terrorists.
Baitullah Mehsood, Ubaidur Rehman, Faiz Muhammad, Abdullah alias Saddam and Ikramullah, are wanted in Bhutto murder case. The Pakistan government had announced two million rupees as the head money for each of these men.
Four suspects wanted for an attempt on Musharraf's life also feature in the `Red Book'. Matiur Rehman, a Bahawalpur resident has ten million rupees on his head. Mansoor alias Chota Ibrahim, Umar Aqdas and Qari Ehsanul Haq alias Shaheed have five million rupees each as head money.

Lahore: In the backdrop of the Mumbai terror attacks and growing international pressure on Pakistan to arrest the perpetrators of the carnage, Islamabad has claimed to have arrested an Indian national in connection with yesterday's bomb blast in Lahore, a move however denied by local police officials.
The accused has been identified as Munir alias Satish Anand Shukla, a resident of Kolkata.
Pakistani media reports have claimed that the arrested man had worked with the Indian High Commission in London earlier.
Fake identity cards and other materials were recovered from the man. Authorities have claimed that they intercepted phone calls of Shukla before arresting him.
However, Senior Suprintendent of police (operations) Chaudhary Shafiq Ahmed has denied of any such arrest being made by the police.

Dhaka - Security has been beefed up across Bangladesh amid threats by militants against prominent political leaders running in elections next week, officials said Wednesday.
"The forces have been ordered strictly maintain security across the country," said Police Chief, Noor Mohammad. Threats against two former prime ministers Sheikh Hasina Wajed and Khaleda Zia were not from an organized source, Mohammad said.
Intelligence agencies reportedly warned last week that Islamist militants were out to kill Hasina, the chief of the Awami League party. Zia, the chief of the Bangladesh Party, meanwhile claimed that militants had targeted her on Tuesday, after the lawmen captured two suspects in central Comilla district.
"Considering their safety, a security belt is being created nevertheless. We will do everything needed for their security," Mohammad said after a meeting with the home affairs adviser, M A Matin to discuss the fresh security plans for elections.
The meeting resolved the deployment of over 6,000 members of the elite anti-crime Rapid Action Battalion across the country to tackle the situation.
The paramilitary Bangladesh Rifles border force was also asked to remain alert along the 4,000-kilometre borders with India and Myanmar to prevent militants from entering Bangladesh.
On December 20, Bangladesh deployed over 50,000 military troops to help maintain order before, during and after the elections.

MOHALI: Kevin Pietersen believes his first major away tour as England captain would help him mould the team with a demanding 2009 season ahead.
England ended the India tour without a win after challenges on and off the pitch, following the drawn second test in Mohali on Tuesday.
The visitors lost the two-test series 1-0 after India claimed a memorable six-wicket win in the first test in Chennai, chasing down a mammoth fourth innings target of 387 on a wearing pitch.
Pietersen won praise for keeping the squad together before they resumed the aborted India tour, following security concerns in the wake of last month’s militant attacks in Mumbai.
“I don’t think the captaincy of any nation is an easy job, in any sport,” he said. “The knowledge (with which) you take on the job, it is going to be very difficult, the last two months have been pretty difficult.”

Pound Record Dropped Against Euro

LONDON: The pound dropped close to a record low against the euro and hit a two-week trough against the dollar on Wednesday as worries about the bleak economic outlook pressured the pound in thin, pre-Christmas trade.
The pound matched its low on a trade-weighted basis, while the euro stayed close to last week’s all-time high of 95.56 pence, keeping alive the prospect that it may soon breach parity against the UK currency.
Analysts said overall sentiment towards the currency remained very negative, with illiquid trading conditions exaggerating movements.
“The momentum in euro/sterling is so strong at the moment that you wouldn’t want to go against it,” State Street foreign exchange strategist Lee Ferridge said.
He added: “We have seen some fairly big moves today because of the very thin liquidity.”
There was further bleak news on the UK economy on Wednesday as the Royal Institution of Chartered Surveyors forecast that house prices would fall by 10 percent next year.
Meanwhile, a string of retailers have gone into administration, the latest being entertainment company Zavvi and menswear fashion chain The Officers Club.
Their failures provided a grim reminder that the nation’s economy is continuing to deteriorate.
At 12:15 p.m., the euro rose 0.6 percent to 95.021 pence, just below a session high of 95.33 pence, while the pound hit its low for the day against the dollar of $1.4659, its weakest in over two weeks.
Versus a basket of currencies, the pound was at 75.5, matching the low hit on Tuesday, its weakest on daily records held by the Bank of England going back to 1990.
So far this year, sterling has lost around a quarter of its value versus the dollar, while the euro has surged by around 30 percent against the pound as a deteriorating UK economy and falling interest rates took their toll.
Many analysts feel the euro could breach parity against the pound soon, helped by expectations of a widening yield gap between the UK and euro zone, where interest rates are currently 50 basis points higher than in the UK.
UK policymakers have suggested that borrowing costs could fall to near zero from their current level of 2 percent, while officials at the European Central Bank have not hinted at additional aggressive rate cuts from 2.5 percent.
“The ECB is being more hawkish and there are some investors that think these are good levels to enter long euro positions, which is helping euro/sterling,” UBS currency analyst Geoffrey Yu said

What has precipitated thinking towards such a bold step, as claimed by leading English daily, is Pakistan’s continuous rejection of all concrete evidences provided by India about the complicity of Pak based groups in the recent terror attacks.
Moreover, India has also revealed names of all the ten terrorists involved in the Mumbai attacks.
A high-level meeting was convened in New Delhi, yesterday, to look at the pros and cons of bringing Kasab live on TV and as per reports senior intelligence officials and home ministry officials are positively inclined towards the bold gambit.
However, the final decision lies with the Centre and reports claim that it will announce the date –when Kasab will be live on TV- shortly.
The development comes even as Kasab’s remand ends today and is due to be produced in court. Incidentally, he still has no lawyer as many of those who came forward to defend later though otherwise owing to the angry reactions from rightwing organisations.
This would be first such move of its kind by any country in which the live confession of a terrorist will be broadcast live across the world. To make the confession comprehensible, Kasab’s confession will also have English subtitles.

Northern Italy Strong Earth Quake Hits

ROME: An earthquake with a magnitude of 5.1 struck northern Italy near the city of Parma and was followed hours later by a smaller quake, but no one was injured, officials said.
Train services were briefly interrupted on some lines and there was minor damage to some buildings, including two churches.
Startled Italians jammed telephone lines after the initial quake that was unusually strong for northern Italy and was felt from the financial capital Milan to Florence to Trieste.
A second, smaller quake struck with a magnitude of 4.7, the Civil Protection Agency said. One press official described it as an aftershock.
Earthquakes can be particularly dangerous in parts of Italy where centuries-old buildings are left in disrepair. In 2002, a quake measuring 5.4 flattened a school in the southern Molise region, killing 27 children and a teacher.
Enzo Boschi, head of the National Institute of Geophysics, said Tuesday’s main quake appeared to be “nothing catastrophic”.
The U.S. Geological Survey gave higher estimates for the scale of the earthquakes, putting the magnitude of the first one at 5.3 and the second at 5.2.
It said the first earthquake struck at a depth of 28.9 km, while the second was at a more shallow 17 km.

He further said that none other than Pakistan till today cooperated more with the Interpol and added that Pakistan was the most proactive associate of Interpol. ISLAMABAD: Interpol chief Ronald Noble has said that India has not provided ample evidence for arrest of any accused of the Mumbai attacks. While Interior Advisor Rehman Malik has said Ajmal Kasav has sent a letter to Pakistan, through the Pakistani High Commission in New Delhi.
Addressing a press conference alongside with Advisor for Interior Rehman Malik here, the Interpol chief said that Pakistan is one of the victims of terrorism. He termed terrorism a major problem faced by the world.
He said around 1500 people have lost their lives in terror incidents in Pakistan and appealed the world to extend help to Pakistan to curb the menace.
Advisor to Prime Minister for Interior Rehman Malik said that a proper procedure exists for extradition of people wanted to any country. He said he has discussed with the Interpol official the issue of illegal emigrants.
He said Pakistan has offered unconditional cooperation to India for investigation of Mumbai attacks.
Pakistan has imposed ban on Jamat-ud-Dawa in pursuance of the United Nations resolution and detained activists of the group, Malik said.
Malik said that Ajmal Kasav in his letter has requested for legal assistance. He said the name of Ajmal Kasav has not been found in NADRA record.

WASHINGTON: US Secretary of State Condoleezza Rice has said Islamabad knows that it should act against terrorism and extremism or else it will consume the country.
“…but this really comes down to dealing with the problem, and that means that Pakistan has got to do everything that it can to help bring the perpetrators to justice,” she said.
“And then also make sure they know as much as they possibly as they can so that you don’t have a follow-on attack of some kind,” Rice said while talking to a US-based newspaper in an interview.
The Secretary of State also said Pakistan should really take on the issue of terrorism and extremism. “They now know it (terrorism) will consume them if they don’t, but this is a very tough problem for this civilian government,” she said as Islamabad is under intense pressure to act against terrorism in the wake of the Mumbai attacks.
Rice indicated that the fate of Indo-Pak relationship depended on the action Islamabad took against the groups which New Delhi asserts were behind the deadly attacks.
She also noted that India and Pakistan have developed good relations with each other in the past couple of years and they would like to “preserve” them.
“They had no relationship between them (in 2001). We had not terribly deep relations with India or with Pakistan because it was just post-September 11th.

Lahore: Import from India to Pakistan has continued uninterrupted despite rising tension between the two nations after the Mumbai terror attacks last month.
A study conducted by The News has found no major impact on the inflow of goods from different routes from India to Pakistan. However, on the export side, downtrend has begun.
Pakistan mainly exports cement to India through rail and sea routes and its exports has sharply declined due to non-tariff barriers.
Annual trade between India and Pakistan currently stands at 2.3 billion dollars with balance heavily tilted in favour of the New Delhi. Pakistan imports some 1.95 billion dollars worth of products from India including fruits, vegetables, seeds, spices, maize, soybean, mushroom, medicines, chemicals, cotton and others. On the other hand, its exports are worth only 400 million dollars.
These days, Indian vegetables are coming from Wagah border regularly and the Mumbai attacks have not hampered the flow of commodities. Around 70 to 80 trucks loaded with Indian tomato, potato, cotton and other items are arriving daily.
Though, India has suspended land trade through Muzaffarabad-Srinagar route after the Mumbai incident and has also threatened to stop trade from other routes.
However, the business community of both sides is against war and says the two governments should resort to dialogue instead of indulging in war talk.
"We want other land routes opened," HK Bhatia, an exporter based in New Delhi was quoted by the paper, as saying.
